Taxpayers Get an Enhanced, 'Single Window' Website

A revamped online portal of the Income Tax Department was launched on Monday which will enable taxpayers to file returns or apply for a PAN card through a 'single window' format.

Taxpayers until now had to go to different official websites of the I-T department for these matters.

"An updated version of the website - www.incometaxindia.gov.in - will act as the 'single window' for all activities and online services offered by the I-T department," a senior income tax official said.

"Finance Minister Arun Jaitley was supposed to inaugurate it but due to medical compulsions, he could not do so."

As the website is an important tool for taxpayers, the department launched it on Monday without any delay, the officer added.

The new version of the website has been made more user-friendly and robust and can handle a larger number of visits at a time, the officer said, adding that all the links to PAN card data and e-filing have been centralised on this portal.

"The new website has enhanced features and taxpayers will be able to file their I-T returns online and even apply for a PAN on this portal. (These aspects) were till now hosted on a different official web address of the department," the officer said.

Apart from I-T rules and laws, the website also has 106 other Acts under the IPC and CrPC for ready reference.

Separate icons have been provided on the improved portal providing the locations of various I-T offices in the country, including that of the 'Ombudsman'.

The website will also allow taxpayers to get information about various notices and circulars which are issued from time to time along with other regular developments in the department.

The Central Board of Direct Taxes (CBDT) had envisaged such a website in its ambitious 'Vision 2020' document prepared a few years back and the new website is a culmination of efforts to give better services to taxpayers, the officer said.

Home Ministry Issues Notices to 10,000 NGO's for Not Filing Tax Returns

The Home Ministry has served notices to more than 10,000 NGOs receiving foreign funds for
failing to submit their mandatory annual returns for three consecutive years from 2009 to 2012.

On scrutiny of records, it has been found that the mandatory annual returns for the years 2009-2010, 2010-2011 and 2011-2012 have not been received from these associations.

Notices are being sent to these associations, the Home Ministry said in its notice.

The associations are advised to submit justification immediately as to why their registration under Foreign Contribution Regulation Act, 2010 should not be cancelled for non-filing of return within a stipulated time period and for violating Foreign Contribution Regulations Rules.

The list of erring foreign-funded NGOs includes the highest 1,441 NGOs in Andhra Pradesh, 1,167 in Uttar Pradesh, 1,108 in Tamil Nadu, 990 in Maharashtra, 821 in Karnataka, 748
in West Bengal, 655 in Bihar, 643 in Orissa, 538 in Kerala, 400 in Delhi, 378 in Gujarat, 38 in Jammu and Kashmir and 130 in Assam besides others.

The Home Ministry's missive to the NGOs has come three months after a classified Intelligence Bureau report had reportedly said of "anti-development" activities by several
foreign funded non-governmental organisations (NGOs), saying they were "negatively impacting economic development" by agitating against big infrastructure projects.

The Home Ministry has directed the NGOs to give details of their income, expenditure, balance sheets among other documents clearly showing the source of foreign funds and the activities for which it has been put to use.

The Ministry has made it clear that apart from the NGOs which are receiving foreign funds on an annual basis, those associations which did not receive foreign contribution during
a particular year, but are registered under the Foreign Contribution Regulation Act (FCRA), are also required to furnish a "NIL return" for that financial year within the
stipulated time frame.

It has categorically said that non-submission of mandatory annual return is in violation of the FCRA 2010 and FCRR 2011.

There are 42,529 NGOs registered under FCRA as on July 16, 2014. However, there is no specific data available in respect of NGOs not registered under FCRA.

NEW DELHI: All Income Tax offices will remain open on Saturday and Sunday to accept tax returns during the normal office hours.

A direction to this effect was issued by the Central Board of Direct Taxes ( CBDT), an official release said.

The last date for filing income tax returns on July 31. "Special arrangements have also been made by way of opening additional receipt counters, wherever required, from on July 26 to 28 and July 30 and 31 ... to facilitate the ta ..
